Yes, Sakhalin 2 LPG exports could be re-directed to China. Most goes to Japan ATM. I'm not sure why Japan would think the Australian government could help - they can't even secure Australian gas for Australia.
Japan will just have to buy LPG from whoever is selling. If China starts taking Sakhalin gas, that should free up other supply that previously went to China. Simple really. Japan could be stuck with buying on the spot market for a while, but it is up to them to negotiate alternative long term supply contracts. They should start that process now.
