Well, you can. Same way you can just crank up the royalties midway through a project like the Qld government has just done with coal. You'd just need to handle the legislation carefully so the exporters can't take legal action.
I agree that ideally it would implemented before the project starts but that didn't happen and there are no new LNG projects on the East Coast so there is no opportunity to implement one now.
