From what I have read the east coast contracts WDS have in place won't be affected.
It is a minor part of their business
if they don't invest in a terminal because of it, they will invest elsewhere
However, I spent my working life in a Govt Regulated industry
Every budget the Govt of they day sought to extract savings regardless of party
It is wise to fight it now
