Steve,
You must look at the Buyers/Sellers in the Market Depth. The Buyers are prepared to buy at 0.003 and the sellers are wanting 0.004. If someone sells down to the buyers at 0.003, the price is 0.003. If someone buys the lowest seller at 0.004, then the price will be 0.004.
In reality, the buy price is 0.004, the sell price is 0.003....and the queues are very long.
