Exactly, it was obviously decided by the board that the prices offered were not in the best interest of shareholders and were therefore not worth disclosing to the market (which is permitted under continuous disclosure obligations). The only reason they announced the $2.50 bid was so that they could welcome bids at higher prices, which is why they also mentioned their minimum price. Otherwise, they would not have announced it because it is way too low. Imo, not worth announcing anything under $5 as anything less than that is absurdly low, even $5 would be a steal for a bidder.
