The reason is vested interests - the same vested interests doing their best to destroy income and wealth distribution again.
Without writing a book the answer lies in the factors that influence demand for goods and services and wealth that is too concentrated is a big problem. Govt spending that provides some money for people that had none or little before it occurred strongly influences demand as before there was none that could be paid for as the people had no money and had to go without.
