The govt redistributed wealth to increase demand upon direction by their economists - in short they started a virtuous cycle of increasing demand and further prosperity as there was more wealth in more hands to feed into the cycle.
This undid to a degree the problems that vested interests caused by concentrating wealth in their hands at the cost to the rest of society.
