Hi opilot87. From my reading of the Nearmap access rules you are quite correct that all users other than Government entities do have free access but in the case of commercial users on a restricted basis.
The restrictions quoted on their website provide that such use:
(a) does not exceed the Free Tile Limit;
(b)is not made in a competing manner; or
(c)is not material to your business
Those commercial users that need to breach any of the above are required to pay a license fee. I thought that was the case as I have a reli who wanted to use the service in relation to his business and he told me he was contemplating paying the license fee. I am still surprised that commercial users can derive the restricted free access although maybe the Free Tile Limit may inhibit other than very casual use.
