I reckon about 17 flights. The range of the C-17 isn't long enough to make it direct, so a couple of intermediate stops will be necessary for fuel to get them to the West Coast.
This will enable the aircraft to be loaded with the maximum amount of freight and not be restricted by the fuel load.
