Melbourne will be a city of eight million people by 2055. Inner and outer ring roads and rail as well as radial ones are par for the course for cities of that size.
The Suburban Rail Loop should have been built soon after WW2, so too Melbourne's freeways. It wasn't and indeed during the disastrous Kennett Years Melbourne's transport network was crushed.
The Victorian Government did NOT impose the counter-productive economic sanctions on Russia which severely disrupted global supply chains and released the inflation genie throughout the World - the USA did that and guess which economy took full advantage!
Victorian Government debt is roughly 25% of state GDP and projected to rise perhaps as high as 40% - in contrast US Debt is already US$37 Trillion or roughly 120% of GDP. Most importantly that debt is an investment on Victoria's future - it's not the sort of debt the Federal Coalition ran up be $Feeding $Greed and via gross incompetence such as the $42Billion rorted from JobKeeper and the capitulation of the Coalition knee-capped ATO in pursuing large corporations guilty of tax avoidance / money laundering etc.
