The annoying thing is (about the whole ACT delays/process) for the last 2 weeks the ACT Government have been advertising in the weekend AFR for waste management proposals. The wording is:

The ACT Government is undertaking a market sounding to seek innovative and sustainable proposals from both the waste and non-waste sectors on how best to achieve the ACT's wast management objectives.
This is an opportunity for local, national and international businesses and not-for-profit organisations to showcase ideas and solutions that can contribute to the ACT achieving national best practice in wast management.
