Well I think the issue is they haven't yet had any community meetings, and the locals aren't happy about a 150m deep open cut mine and a chemical factory in their backyard. So, they have a LOT of work to do to get the local community on side. Let alone the local regulators, especially when then don't seem to have any other permits approved.
