You are kidding aren't you....an EIS can run into the hundreds of thousands of dollars and apart from identifying the resource is the most essential part for getting a mine up and running. The environmental and community impacts studies require expert consultants to do there thing so the CEO doesn't look or sound like a retard. Its not like digging a hole and planting a tree....
