I would doubt it, because they know that any solution needs to be universally adopted, and they know they will never provide every comms chip on the planet (and probably wouldn't want to!)
It depends on what Xped want from this side of the solution ... would they look at it for revenue? It's not where the money is - they may just offer to license the product at no cost to Intel ... I am not sure of the scale of that side of the market compared to the actual "Things" side, but it would be tiny in comparison.
