Tin, I have been following this story closely and it seems there are two reports. One report seems to be the major report that will be released on 27 September. It contains all the "hard" Science. If it is to be released then it must be already printed so it can be bound to be released by the 27th. So that report must be completed. When they say it is not complete they have to be referring to a second report which is the summary they are dressing up to distill all their thoughts to be presented to Governments. THAT document is still being edited and will be released in October. That is how I read the news reports.
