Partly right. Fuel load is also live standing grasses , live trees shrubs etc. Moisture content and humidity dictate wether they will burn. In the 19/20 fires I watched fire rip through live tree tops and then ignite the ground underneath. A truly frightening experience knowing we had no control. Before we do Hazard reductiond we test for these things to give us some basic predictability of the fire behaviour. Its not perfect though.
