It was her whim to change, as it is now Rudd's.

The election won't be held until the Prime Minister of the day visits government house and asks the GG to issue the writs.

Only then does the caretaker conventions come in.

Only then is there a real election date.

As for recolonising PNG, the sovereign government of PNG has decided to take the new arrivals. A matter entirely up to them and for them to decide.

No referendum required in Australia.
