Think of it like this - coffee roasters sell coffee granules to beauty shops selling coffee scrubs, timber mills sell wood chips to local nurseries, farmers sell cow manure to nurseries, excess concrete powder is sold to farmers to put in cow feed (strange huh)
The economy in alot of aspects is based on downstream sales of waste products from one industry forming the basis of another industry entirely.
Sure the original supplier could try set up the market themselves but it's not their area of expertise. Why not just on sell a waste product for extra revenue and stick to what you know?
And there's not just one fisherman in NZ, if one refuses to supply they just go to another group - there is no monopoly of supply
