1. Get Treasury to work out a flat tax rate necessary to fund the spend side at the fed, state and local level. Then get rid of every other tax, fee, fine, rates, duties in existence. Get rid of every concession in existence. A simple tax regime.
On the spend side:
1. Remove all family assistance (the state should not be involved in funding the family), baby bonuses, home grants. 2. Tighten up dole with strict time limits, after which they have option of getting a job or a joining a community workforce or joining the army. 3. Free Universal education and training (to help improve dole outcomes), free universal health.
Budget balancing:
1. Treasurer and Secretary of the Treasury (and respective Finance counterparts) sign a contract committing to balanced budgets within +/- 5% of annual budget... if not met in 2 consecutive years they have to show cause why they should keep their jobs.
