No, they wont produce 99.99% concentrate across the entire deposit, but nor have they ever said they would.
The proposition is to supply 99.95+% spherical that does not require a separate purification step. The concentrate produced at the mine only needs to be ~99% to achieve this based on the location of the impurities of the flake, and yes, it can be achieved across the entire deposit.
Vendor selection test work has shown 99.9 can be produced via floatation only with additional cleaner stages, so there is reasonable confidence the current flowsheet works at commercial scale. Have you googled "cleaner floatation" yet?
