My feeling is that CIA will re rate once phase 2 commences production. The share price doesn't reflect the phase 2 earnings yet. Once phase 2 comes online those earnings will get factored into the share price and it should re rate.
Also shipping costs are killing CIA at the moment. Next year a combination of shipping costs coming back to normal and phase 2 starting up.....as long as IO prices hold up okay then hopefully the share price will re rate.
Although personally I prefer the share price to stay lower for longer so I can buy more...
