Think it means the exploration license. The company applied for an exploration license for a deposit that contains Uranium during a time when there was a complete uranium ban. And now that ban has essentially been reinstated, the company thinks its got a legal standing. What a joke!
Besides the very evident political risks, there was also risks associated with processing a unique ore type that has never been processed before. But that ok because the company has told everyone its really simple to process and will make Greenland rich.
