I actually have no idea, I was baffled when it dropped from $15+ down to $13+ and I topped up at $13+
Cash is running low as I've just made a massive purchase elsewhere, so I'm reluctant in putting any more precious cash down unless I see around $11.50 to $12 thereabouts which would be in Screaming Buy territory for me. Currently, it's just in Buy territory for me.
For those with not much allocation in WEB, now is actually a sweet time to buy into.
