they might already have one , the UAE intend manufacturing electric cars JW made brief mention of interest there, a processing plant built and LPD manage it , the USA is another possibility a strong one given they will want to leverage that financially for their own benefit so China may well have competition doubt any Western Nation are keen to givethem more
