The reality is they're not going to buy back millions of shares above $2 so at best it's a market signal. Cold hard cash dividend attract real money and real new investors.
Your obsessive concerns about share market manipulation have no logical end game for those involved. There has been no low ball take over and it's increasingly unlikely with both plants up and running. As such I'd encourage you to think outside this narrow framing of how markets work and think more about what will actually push the share price closure to its intrinsic value.
