Mmmmm, you have not done some proper research here.
Remember Boric is a politician and his scope is to please the electorate that voted for him.

Between what Boric said and what is actually happening there is some big differences.
If you follow what the Chilean Ministers (mining and economy especially) have said and are saying on TV (for example), the 49/51 does not apply everywhere at all, and the association with the state have various scenario that depends on specific circumstances. It is not "one fits for all".

The latest articles in Chile states that there are 46 Companies from around the world interested in the new policy and have contacted Chile to find out how to enter the Li market on a public-private partnership, for example. This did not happened before.
