IMO it's been quite clear for some time that on OA deal is not on the cards any time soon. For at least 6 months now the message has been about doing an MPS deal to obtain funding to complete the OA program, so that Paradigm is in an optimal position to negotiate on an eventual OA deal. Nothing new here imo.
