Ian did say that production won't be until 2025. if construction starts mid next year its an 18 month build time.
Maybe people have decided to go elsewhere for now.
But if TATA decide to invest or convert the MOU in to a BOA then the current share price will be long gone.
I would much rather hold these shares with the possibility of a life changing announcement coming out than take my money and try elsewhere right now.
