It's because we are looking at age 9 upwards. If you recall they said that the group tests of the new instructions were basically 9 year olds following the instructions.
The applicator is critical, it needs washing after use, as do your hands. They want that clear, wash hands after use on packaging and bottle. Instructions portrait not landscape. How many here read the leaflets included with medicines? How many read any instruction manuals per se?
It would make for a great episode of Utopia/ yes minister.

Disappointed yes, my face matched those of management. Disbelief yes, same as management. Despair no, thankfully I've now got opportunities over next few months to load up.
