That's right for my way of trading, but also it is a matter of whether you perceive under-reaction to amazing news, or a likely tragedy. Human nature is often to wait to see how everybody else reacts and hope for the best, or to join in a market panic or buying frenzy because everybody else is panicked or FOMO.
There is no easy way to get it right every time as a trader, but experience and not being immediately influenced by what others are doing is a help. (If an angry elephant has just run into the supermarket where I am shopping - then I might be slightly wrong to not care, but hopefully I will be able to recognise the elephant noises to save myself).
