You are incorrect.
Click on any of the tabs of the link you posted for Home, Profile etc and you will see the design dates of 2004 and 2007. Also, wouldn't you think they would wait until they had created their new website before closing down the old one?
You can also reach the page you posted here using this link:

which shows it is still hosted with chameleonwebservices

Or ask anyone with some basic IT knowledge to ping www.cityviewcorp.com and www.amms.com.au. You will see they are both resolve to 203.82.214.203
The other point you missed was that it was not meant as a downramp, quite the opposite. People were worried Cityview had intentially taken down their website. I was pointing out that just as the site's message indicated other companies' websites were also down, so the problem was not just isolated to Cityview.
However, it is a concern that they have not acted to rectify the problem by now.
