Just ask everyone to lodge tips to 2 decimal places. Statistically, that reduces the odds of double ups by a significant factor. Then just manually manage any outliers that occur, if any.
We’re all in this together and if some simple rules are included on each days opening, it may alleviate some of these issues (double ups on whole numbers, timeliness of lodgement, questionable content and US holidays, just to name a few). Anyway some food for thought.
