SiEn (QingDao) Integrated Circuits Co., Ltd. is China s first semiconductor company based on a Commune IDM (CIDM) model, with a total investment of about 21.8 billion RMB.

The first stage investment is around 8 billion RMB, from Qingdao International Economic Cooperation Zone, Qingdao West Coast New Area, Qingdao Aucuma Group Co. Ltd, and SiEn Semiconductor Corporation.

The project s target is to build mass production fabs of both 8-inch and 12-inch manufacturing lines, including a photomask shop for integrated circuit manufacturing.

The project is slated to start full-line manufacturing by the end of 2020 and reach full production in 2022.
This project will establish a breakthrough development of vertical integration of semiconductor IC manufacturing in Qingdao West Coast New Development Area, and will explore the viability of replicating and promoting the CIDM model.

This also will provide innovation and advanced semiconductor manufacturing capability for Shandong Province and China, for major industries such as home appliances and automobile electronics.
Many specialized chips have long been monopolized by leading international semiconductor manufacturers. As a result, China s core products are severely deficient.
This has led to over US$200 billion worth of semiconductor integrated circuits imported into China over the years.

Dr. Richard Chang and his team will install a CIDM (Commune Integrated Device Manufacturer) model suitable for the development and expansion of China s semiconductors, namely, the creation of a company with shared resources for manufacturing, chip design, research and development, packaging and testing, to provide end customers with high-quality, high-efficiency products.

Using the co-sharing model, IC design companies, end application companies, and IC manufacturers jointly invest and integrate multiple parties through the establishment of a joint IDM company.
This model enables IC design companies to have exclusive production capacity and technical support for chip manufacturing.
