This would indicate the physical stored state can store a wider range of values than just on/off (binary); in other words it's non-binary. Think MLC/TLC/QLC NAND memory, where a single "cell" can represent multiple bits. This can be achieved for example but having a variable strength signal, such as variable resistance, magnetism, charge, etc. If a cell can storage 16 unique states, then it would essentially be 4-bit, such as QLC.
