Sorry but I cant see that this really has anything to do with us. Intel have a long relationship with CEA-Leti. Getting processor chips to scale for supercomputer applications using better backplanes and better multi-chip interconnectivity is a longstanding activity. Look up MCUs, backplanes and buss technologies to understand more. Supercomputing is about breaking tasks down into separable parts or treating many processors as a single machine. The challenge is to distribute load more effectively and make use of highly multi-core chips effectively at massive scale.
