Yes Leti and WBT have some joint patents - from memory WBT has the exclusive right to commercialise them, with Leti no doubt deriving a revenue stream.  The patents are regarding particular aspects of RERAM technology.  The breakthrough may not be connected to these patents at all, we'll learn about that in time.  Joint ownership of the patents would only lead to WBT owning part of the breakthrough if the patents actually cover that breakthrough tech.
Hopefully WBT is the only RERAM that Leti is working with at the moment, as you say.  The Leti breakthrough mentions memristors.  I found a WBT announcement about its partnership with the Technion that says that it will be experimenting with the Technion's MAGIC (Memristor Aided Logic) tech.   
Leti probably have their own memristor tech.  Ilan's LinkedIn job ad mentions that the candidate needs experience in MOS, which is MOSFET, which is metal–oxide–semiconductor field-effect transistor - the backbone of semiconductors.  The "metal" can also be silicon, as with WBT.  I don't know whether memristors and MOSFETs are mutually exclusive tech, or can cohabit.  Either way, it sounds like WBT works with both MOSFET and memristors (whatever they are), so there's a pretty good chance WBT is somehow part of the picture in this breakthrough, or can at least leverage off it.
