Openly canvassing a Tier 2 is also a double bluff - something Mr Perlmutter and Mr Hanoch have seen and experienced many times - entices the top tier to scrutinise the mechanics of what's being offered next level down - peaks interest if you will - as well as the larger Tier 1's have their tier 2 supplier in house so the deal when announced may well exceed market expectation in that sense.
