I agree with both of you with also another explanation. Right after Intel decided to buy out Tower, there was a video conference with Coby and Dadi and someone asked Coby about that and he seemed a bit disappointed at the time and as he was talking, Dadi cut him off and explained that Intel is not the same company it used to be and that they are now sharing/selling products rather than keeping for themselves. I believe that WBT was about to do a deal with Tower as there was a pending announcement of a fab deal that never materialised at that time and I think that the Intel/Tower deal had messed with that WBT/Tower arrangement.
I am guessing that it is all sorted now and the deal is back on again.
