Those are some wildly optimistic guesses. WBT is still working with Leti on scaling to 22nm. There is a lot of work to be done before there could be a tape-out. There would be no tape-out before an agreement.
Scaling to still smaller geometries will be become ever more challenging, and is years away. There is good reason to believe (due to size and distribution of SiOx nano-pore features) that the technology will run into scaling limits well before today's most advanced nodes. I'm guessing around 10 to 14nm could be the limit of feasibility. That is still pretty small.
