Looking back at the date of the Skywater announcement and time taken to Tape Out it was approx 9 months.
The first announcement regarding 22nm and time taken to Tape Out is also approx 9 months. Which Coby states 22nm Tape Out is being done in a Tier 1 Fab.
So to my way of thinking WBT commenced working with that Tier 1 Fab 9 months ago. I have listened to that interview several times it is clear what he said.
