BLG use Gallium to make LEDs and lasers, they don't produce Gallium. If anything, the expected rise in the Gallium price that will follow restricted exports from China will only increase production costs for BLG. WBT on the other hand will indirectly benefit from these price hikes, as others have explained (i.e. ReRam is SiO2 based).
