4ds are not using the same technology, you can go back to 2018 to see more detail and get a measure of how far 4DS are behind. WBT uses SiOx RRAM.
Since 2018 WBT have been focused on the realization of the cost and other advantages and the selector.
Most recently Coby has pointed out that some interested parties don't need the selector.
What is true is that some fabs are not currently using the same technology that best utilizes wbt cost advanatges. Their loss, which they will need to address. IMO. DYOR.

What the market is thinking about 4DS and WBT is chalk and cheese in somewhat different CURRENT technology spheres of relevance. The market won't be able to ignore the cost advantage of SiOx that WBT offers.
So we have to wait for the Tier 1 fab announcement.
