I'm saying that I'd bet that a significant fraction of the "shorts" on WBT showing on shortman are not real, they've already been covered. They have no exposure (but the shorters "forget" to update shortman). The remaining real shorts are exposed, they are taking a chance the SP might go lower, but will sacrifice potential profits if there's a sudden announcement and they are forced to cover on a rising SP.
