I think you may be misconstruing that report. The Daily Short Sales Report is a report about such sales upon that day only. It cannot be interpreted to mean the outstanding short position. Therefore it does not allow any conclusion as to a percentage increase or decrease in shorts on the day concerned compared with the previous day.
Outstanding short sales on a given day are reported via the following link, then drilling down to the required day:

The figures presented entirely depend on the accuracy of reports by short sellers to ASIC, who use a disclaimer that they do not guarantee accuracy of the figures presented. In my view they should do much better to report accurately on outstanding short sales on a more timely basis.
