What makes you think that WBT are outsourcing their work?
In what way have or are WBT outsourcing anything?
They are collaborating with possible clients of Efabless to incorporate WBT technology and produce enough products to prove what is essentially new prospective products before they put it into full production.
WBT will still be doing the engineering of the Memory!!
