This is surely grounds to move seat of government to another city like Sydney or Melbourne as has been the case in the past. If residents of Canberra want to use psychotropic substances this much, they should not be suitable people to administer our national affairs. Mandatory random drug testing should now be instituted at workplaces.

To make something legal to own in small quantities but illegal to own in commercial quantity seems illogical. It keeps dealers happy and may assuage someone's conscience.
