no-one refers to free drugs. yet its been proven over and again that prohibition does nothing to stop people using alcohol or other drugs, but does make super profits from crime gangs.
the case you present is the consequence of illegality. if drug use was regulated and limited, including price capped, coupled with increased penalties for illegal importation and sale, the crime side could be ruled out of their business model.
taxation of drugs could provide excellent revenue and public acceptance of private use coupled with workplace testing, as is sometimes done with alcohol, would help reduce the probability of people misusing drugs.
however as your report said, there was no evidence that mental disturbance associated with cocaine "exposure" several days prior had caused inattention or any contribution to the chopper accident.
sounds like a bad job though, maybe he'd had a few tinnies before the flight?
