weekend charting, page-79

Hi chart gurus,

Spending the weekend looking at charts trying to slowly learn some TA. Currently looking at westfield and have a question. To me it looks like a possible reverse head and shoulder is forming on WDC going back to around Feb 17. Unfortunately it looks like it touched but failed to break the neckline on the right shoulder formation late march. It then headed back down a bit and has now headed back to the neckline. Question is, would that previous touch be considered completion and failure of the formation or can you ignore that touch and treat it as part of the overall formation of the right shoulder or the head?
