I'm a little complexed as to how
"These properties are located down dip to the existing Modikwa platinum mine, a joint venture (JV) between Rustenburg Platinum Mines and ARM, and form part of the Modikwa JV."
Below is a link to the assets and liabilities ARMI and Anglovaal held in regards to Modikwa as of 16 February 2004. The merger of Harmony, ARMI and Anglovaal had to go to the Competition Tribunal of South Africa for approval so if ARMI indeed held 50% of Modikwa Deeps it would of had to be disclosed

It also makes mention that the sub-lease to ARM Consortium of the lease between the Lebowa Minerals Trust and Rustenburg Platinum, required in terms of the Modikwa JV Agreement and the Modikwa Financing Agreements, has not been finalised as the Ministerial consent required for such sublease has not yet been granted.
As far as I'm aware this is still the case and a new order mining permit is still yet to be awarded to the Modikwa platinum mine
