Issues raised centre on uranium, state/fed powers, ALP policy U policy, territory self-government and the LP policy of "smaller" government are also now raised.
I believe the feds acted because they want koongara and jabiluka off the ground. They were aware of their power but tried to use it as a lever to get the NT to form a joint cooperative arrangement.
The NTG has acted to tell the Feds to stick approval and regulation in order to highlight their claim for statehood.
There are serious politics at play.
